Queensland Government guidance on building format plans is the document that settles it — where a balcony is included in a lot, "the boundary of the lot is the face of the balcony", and a balcony outside those boundaries "would usually be the body corporate's responsibility" as common property. On the peninsula's towers the practical consequence is scale: a decision made once by the body corporate covers a facade, where the same decision made unit by unit covers one balcony at a time and costs more per balcony. QBCC's waterproofing certificate — Form 43 or Form 12 — is required once work exceeds $3,300.
