Scope depth first — a reseal, a new membrane, and a full strip back to the slab are three different jobs, and only an inspection tells you which one your balcony needs. Then detail count: every drain, upstand, threshold and balustrade fixing has to be dressed, and a balcony with six penetrations is not the same job as one with two.
