The mix is recent riverside apartment stock alongside older workers' cottages, and the balcony problem sits almost entirely on the first of those. The newer buildings are where the terraces, roof decks and planters are; the cottages are small-lot and largely predate all three.
The remaining house stock is small-lot cottages where a balcony is usually a timber verandah rather than a concrete slab. That is a different trade, and it is worth knowing which of the two you have before calling a waterproofer — a timber deck problem is carpentry and drainage, not membrane work. At 19.6% separate houses against 75.7% flats, the split here is close to New Farm's, and so is the practical consequence: most enquiries start inside a body corporate rather than outside one.
Permits and Brisbane City Council rules
West End's newer riverside buildings brought terraces and planter boxes into a suburb that had very few, and a planter sits precisely where the strata boundary gets argued about. Queensland Government guidance leaves the body corporate responsible for "roofing membranes if the balcony provides protection to lots and common property below", so a planter an owner installed on that membrane is sitting on something the body corporate maintains. The lot boundary itself is "the face of the balcony". Check the by-laws before adding anything heavy or permanently wet to the surface, and expect QBCC's waterproofing certificate — Form 43 or Form 12 — on any work over $3,300.
